Commission approves renaming Necessary Road segment to Pop Warner Drive

The Independence Planning Commission voted 5-1 on March 25 to rename a segment of Necessary Road to Pop Warner Drive under case 25750-01. The change applies to the subject segment on the east side of Little Blue Parkway that provides access to the Heart of America Pop Warner Sports Complex.

Planning staff described the subject segment as approximately 3,500 feet in length, located between RD Mize and Little Blue Parkway on the east side of the city’s South area, and said the segment currently provides access to the Little Blue Trace Trail and the Heart of America Pop Warner Sports Complex. Staff said only properties on the east side of that segment would be affected; property owners on the west side would retain addresses off Little Blue Parkway per the applicant’s request.

Keith Filiani, a resident who said he lives nearby, spoke in favor of the change, describing the name change as a legacy recognition of Pop Warner’s local role and saying the national organization supported the renaming. Filiani said the Pop Warner program promotes both athletics and academic standards for participating children; he noted volunteers and community investment in the complex since the late 1980s.

A motion to approve the street-name change carried 5-1. Roll call recorded Commissioners Nesbitt, Ferguson, O'Neil, Young and Chair Wylie as yes; Commissioner Ashbaugh recorded no. The minutes show one county-owned parcel and other private parcels adjacent to the segment; staff noted a small corner parcel listed as owned by Pratt (not Northpointe as map labeling implied). Staff also noted that a portion of Necessary Road north of Little Blue Parkway continues to exist but is not part of this renaming.

The commission did not record additional implementation details such as an effective date for sign changes or required notifications on the transcript.
