Planning commission approves rezoning for Jackson Drive municipal site

Staff said the parcels were platted in 1999 and had been zoned for office/residential since the city’s unified development ordinance took effect.
Commissioners asked whether capital improvement projects (CIP) affected the site. Staff clarified on the record that while the city has a broader CIP related to moving city hall and nearby road improvements—including work at the nearby interchange by the state department of transportation—there were no immediate CIP investments directed specifically to the site that would change the rezoning recommendation. Staff recommended approval.
No members of the public spoke in favor of or against the rezoning during the hearing. A motion to approve case 25111 passed on a roll call vote with Commissioners Nesbitt, Ferguson, Ashbaugh, O'Neil, Young and Chair Wylie all recorded as yes.
The zoning change to C2 is intended to accommodate the building reuse and expanded parking the former tenant and property owner pursued; staff said the northern lot had been acquired previously to expand parking capacity. Staff did not announce a separate implementation schedule or additional public hearings on the record.
