Commission adopts parks-naming policy after 3-2 vote; some commissioners express caution

The Clay County Commission adopted a policy to guide the naming of parks, land and facilities on a 3-2 vote.

Resolution 2025-82, presented by county staff after a work session the prior week, establishes a framework the commission will use when considering requests to name county properties. Commissioner Wagner moved for approval. In the roll call, Commissioners Wagner, Thompson and Carpenter voted yes; Commissioners Johnson and Lawson voted no. The motion passed 3-2.

Commissioner Johnson said he would vote no because he “doesn't like the idea of naming our places after people for a number of reasons,” a point he had explained during the prior week’s work session. Commissioner Lawson said he, too, had concerns that naming rules could be gamed by wealthy donors and that the commission should be cautious. Commissioner Carpenter and others argued the policy merely formalizes existing practice and provides a pathway for scrutiny before names are assigned.

Commissioner Wagner said the absence of structure is itself a problem: he described the policy as a pathway “for it to be scrutinized before it gets here” and said that structure would prevent arbitrary or donor-driven naming.
