Nicollet County board to notify state it will seek single‑county SHIP; approves Women’s History Month proclamation and routine items

On March 25, 2025, the Nicollet County Board of Commissioners voted to notify the Minnesota Department of Health that Nicollet County intends to apply for the five‑year Statewide Health Improvement Partnership (SHIP) grant as a single‑county program, following the dissolution of the Brown Nicollet Community Health Board. Cassie, a Health and Human Services staff member, told the board the Department of Health has requested a notice of intent due March 31 to outline whether Nicollet will apply as the current multi‑county collaborative (Brown, Nicollet, Le Sueur and Waseca counties) or in a new configuration. "The five year grant cycle for the Statewide Health Improvement Partnership, or SHIP, is approaching this fall. The Minnesota Department of Health has requested a notice of intent that's due March 31 to outline our approach for this cycle," Cassie said.

Cassie described strengths of moving to a single‑county SHIP: increased SHIP capacity and efficiency, greater autonomy and streamlined decision making, closer integration with local public health efforts and a more focused approach to Nicollet County community needs. "The single county discussion is not because our joint efforts aren't working, but rather because we've discussed focusing our efforts locally," she said.

Commissioner Dehen moved to approve notifying the Minnesota Department of Health of Nicollet County's intent to pursue a single‑county SHIP application; the board chair seconded. After brief comments acknowledging the previous collaboration with Brown, Waseca and Le Sueur counties, the board approved the motion by voice vote. No recorded roll call was taken.

Bonnie Peterson, County Attorney, read a proclamation recognizing March 2025 as Women’s History Month and noted the county typically contributes $200 to the local "Women Celebrating Women" event and that the amount is budgeted. The board approved the proclamation by voice vote.

The board also approved the agenda, the consent agenda, per diems and expenses and the Drainage Authority consent minutes during the meeting; those items were passed by voice vote without roll call. Several commissioners offered committee reports, including discussion of local concerns about THC beverage availability and regional transmission issues for wind and solar projects, but no formal direction or policy changes were recorded on those topics.
