Board authorizes staff letters of support, considers Prairie Lakes and substance-prevention grant commitments

The Kandiyohi County Board on March 18 approved two administrative steps to streamline grant support and approved letters backing local grant proposals.
County Administrator Kelsey Baker asked the board to authorize designated department heads or the administrator to draft and submit letters of support on county letterhead for federal and state grant applications when application timelines preclude convening the full board. Baker said departments would still seek board approval when time allows and that the delegation is intended only to avoid missing short deadlines.
Commissioners discussed transparency and asked for summaries when staff submit letters under the delegated authority. Baker said staff will keep the board informed and that larger grant applications that require county match or long-term commitments would come before the board. The board voted to approve the delegated authority.
Separately, Baker asked the board to approve a letter of support for a potential congressional directed spending request related to the Prairie Lakes Youth Program. Baker said Kandiyohi County would be the applicant per outside counsel and federal-lobbyist advice; she also said the Prairie Lakes board chair would seek letters from the four other counties involved. Commissioners asked for coordination with partner counties; Baker said she will confirm the applicant structure before submission when possible. The board approved the letter of support.
The board also approved a county letter of commitment to continue county participation and matching support for a new Partners for Success / PAC for Families substance-use prevention grant proposal that expands service-area partnerships; Sarah Vonderhaar of PAC 4 Families explained the request and said the local coalition would continue to provide leadership and coordinate evaluation and sustainability planning.
