County engineer details Wilmer paving and awards multiple 2025 road-maintenance contracts

Mel Odins, Kandiyohi County Engineer, told the board March 18 that last year's Wilmer Avenue paving, funded through the local option sales tax program, is complete and recommended acceptance of the project and release of final retainage.
Odins said staging in the urban corridor required replacing multiple driveways and adding urban gutters and sidewalk in places. He recommended acceptance while noting the project stayed within the available project revenue; the recommended final retainage payment is $26,995.33.
Odins also presented four routine annual maintenance contracts for 2025:
- Crack filling: about 406,000 linear feet (roughly 54 miles) across county roads; staff recommended awarding the contract to Northwest Asphalt Maintenance for $426,855.45.
- Chloride application: work on roughly 52 miles of gravel road frontage; staff recommended awarding to Knife River North Central (Sauk Rapids) for $245,850.
- Pavement striping: countywide urban quadrant work (three-year rotation); staff recommended awarding to Sir Lyons (Edina) for $139,550.
- Seal coat: countywide program; staff recommended awarding to Asphalt Surface Technology (St. Cloud) for $161,930.97.
Odins explained that several bids came in over or under estimates; he recommended proceeding because rebidding was unlikely to reduce market prices. Commissioners praised the final Wilmer Avenue product and asked technical questions about fog seal and drainage work completed during the project.
The board subsequently voted on the staff recommendations in a formal motion recorded elsewhere on the meeting record.
