HRA approves purchase of home adjacent to jail at 110% of valuation; will honor existing lease

The Hubbard County HRA voted to buy a house adjacent to the new jail at 110% of its 2025 assessed value and to retain management of the property as an HRA rental after the current lease expires.

Mary, HRA director, told the board the owner, Brandon Bradenberg, is generally willing to sell and had accepted an offer at 110% of the 2025 valuation. The director cited a 2025 valuation of $217,000 and reported the 110% price as $239,470 as presented to the board. The HRA intends to use proceeds from the sale of two HRA properties and to retain the garage on the purchased lot for HRA maintenance storage rather than splitting the lot.

Board members asked that the HRA honor the seller’s current lease with the tenant; Mary said the HRA would copy the lease and either assume it or replace it appropriately. Mary also said DW Jones would manage the property along with other single‑family HRA rentals. Mary noted MCIT (Minnesota Counties Intergovernmental Trust) no longer insures HRA rental properties and that the HRA would obtain an outside insurer for this property.

During discussion board members considered modest rental income from the garage to offset insurance and maintenance costs.
