The Idaho House of Representatives passed Senate Bill 12-10, the Idaho Medical Freedom Act, on April 4, 2025, after extended debate and a series of amendments. The bill passed on a roll call of 44 ayes and 23 nays, with three members absent or excused.
Supporters said the bill protects individual choice in health care and clarifies that individuals cannot be excluded from certain services or employment for declining a medical intervention. Representative, District 8, who opened floor debate on the measure, told members the final version “addresses different concerns with different parties” and aimed to make “Idaho the place where all individuals can experience health freedom and respect with their medical decisions.”
Opponents described the bill as overly broad and said parts of it would constrain business decisions. Representative, District 14, argued the bill’s definitions remain “overly broad,” saying, “You can't diagnose. You can't prevent. You can't cure,” and warned that the bill could “tie the hands of Idaho businesses.”
Key floor activity and amendments included: earlier technical fixes to sections 3 and 4 to align definitions and exclude unintended schools and to synchronize the bill with recent rule changes; a proposed amendment to section 5 that would have limited employer liability when an employee refused recommended medical care was debated on the floor and ultimately not adopted after a division vote. The amendment to section 5 failed when members rose in opposition and the chair announced that the amendment “has not carried.”
The bill moved through Committee of the Whole and back to the full House following committee action. Members used a suspension of rules to bring the measure to immediate consideration after Senate concurrence and committee reports. Roll-call readouts during the final vote identified a mix of ayes and nays across the chamber; the clerk recorded the final tally as 44 ayes, 23 nays, and 3 absent or excused.
The House will send the measure back to the Senate for its consideration of the House amendments. The bill is listed in the calendar as Senate Bill 12-10, "Idaho Medical Freedom Act," and passed the House as amended on April 4, 2025.
Less central technical changes and committee-level edits were discussed but did not alter the bill’s central prohibitions and private-rights language. The debate on the floor reflected disagreement about the bill’s impact on employers, schools and local governments and whether workplace liability rules should be addressed in work-compensation law rather than in this measure.
The House action follows committee and floor negotiations described on the record earlier in the day; sponsors said changes reflected outreach to the governor’s office and other stakeholders, while opponents warned the measure remained a policy risk for employers and service providers.
