JFAC approves ITS supplemental and FY2026 enhancements, directs statewide IT survey

The Joint Finance‑Appropriations Committee approved an $81,700 one‑time FY2025 supplemental for the Office of Information Technology Services (ITS) to purchase office cubicles, chairs and temporary workspace equipment needed as employees transition from Idaho State Police and Department of Juvenile Corrections into ITS.
Kellen McGurkin and other Legislative Services analysts summarized ITS’s FY2026 enhancement package, which differed in parts from the governor’s recommendation. Enhancements approved by the committee include funding for office space on the Chinden Campus, enterprise security hardware, emergency connectivity network items, IT infrastructure, ServiceNow project management software, IT modernization and hardware replacement items, and the addition of 22 full‑time equivalent positions associated with consolidation of IT staff from other agencies.
Representative Petzke moved the FY2026 ITS enhancement motion; Senator Bjerke seconded. The committee recorded the motion as passing with a due‑pass recommendation. Committee members also approved language directing ITS and the Division of Financial Management to survey executive branch agency IT resources, services and equipment and to report recommendations to the legislature on opportunities to increase cost efficiencies and consolidation.
Why it matters: The approvals provide one‑time and ongoing resources to continue Idaho’s IT consolidation and modernization effort and add staff capacity to absorb personnel transitioning from other executive agencies. The directed survey and report aim to create a statewide picture of IT resources to identify efficiencies and potential further consolidation.
