JFAC approves Industrial Commission staffing and contract funding; members raise concerns about drawing from dedicated funds

The agency explained the contract is needed to keep IRIS functional. • A $66,500 ongoing reclassification and related personnel funding to elevate an iFinancial technician to senior financial technician to improve turnaround on crime victims compensation payments. • A $111,600 ongoing request for a referee position to help adjudicate workers’ compensation and related appeals; the agency said decision times had increased from a 90‑day target to approximately 110 days. • Other personnel reclassifications and a $104,200 IT hardware request were included in the package; the committee removed the agency’s requested vehicle replacement items and clarified that several enhancements (rehab field consultant, adjudication associate reclassifications and technical record specialist) were to be accomplished using existing appropriations rather than new appropriations.

Senator Wintrow voiced strong concern about tapping dedicated funds, saying, “I am deeply concerned about the fact that we're cutting again from a dedicated fund. They're basically asking us permission to spend the money that employers put into the pool to help with workers comp, with victims comp.” She added that delays were harming victims who had claims outstanding.

The agency told the committee that dedicated funds are generated largely by employer fees and that unappropriated balances accrue interest in their specific funds; Noah Peterson said funds “accrue in those dedicated funds” and are intended for the Industrial Commission’s use.
