St. George City Council approved a hillside development permit that will allow disturbance of slopes exceeding 20% for construction of a covered tennis facility with associated parking and restrooms.
Planning staff member Brett presented the application, describing the site just west of Bluff Street near 800 South in the downtown connected corridor, C-2 commercial zone. He said the hillside review board inspected the site on Feb. 26 and recommended that all slopes on the project site are man-made. The planning commission subsequently recommended approval, adding a condition that the retaining walls be stained to match the adjacent hillside; the commission’s recommendation was 5–0.
Brett described the proposed facility as a covered tennis court with multiple retaining walls and described an operational concept relayed from the property owner: the facility could be used for private lessons and could function similarly to a rental batting-cage model with ball return and hourly rentals. Brett said, "it would be to hold, to private lessons, or it could even be a facility ... where you could come, rent it out for an hour" and that it would be covered but not fully indoor; details such as lighting and hours would be addressed later.
Councilmembers questioned the commercial intent and confirmed the slopes are man-made; one councilmember noted on-site disturbance consistent with recent bulldozing. The council approved the permit in a voice vote after a motion by Danielle Larkin and a second by Steve Kemp; the motion carried unanimously.
The planning commission’s added condition — that retaining walls be stained to match the adjacent hillside — was incorporated into the council action.
