Committees report dozens of House bills; HB 4300 introduced and sent to regulatory reform

Several standing committees in the Michigan House of Representatives reported a slate of bills March 25, 2025, recommending adoption, substitutes, or referral to further House committees, and Representative Smith introduced House Bill 4300 and referred it to the Committee on Regulatory Reform.

The Committee on Insurance, chaired by Representative Harris, reported House Bill 4179 without amendment and recommended the bill pass. The committee also reported House Bills 4207 and 4208 without amendment with recommendations that those bills pass; each was ordered to the second reading of bills.

The Committee on Education and Workforce, chaired by Representative Deborah Cherry, reported several bills: House Bill 4155 with an amendment and recommendation that it pass; House Bill 4156 with a recommendation that substitute H-2 be adopted and that the bill then pass; House Bills 4157 and 4158 without amendment with recommendations that they pass; and House Bill 4159 with a recommendation that substitute H-1 be adopted and that the bill then pass. Each of these items was referred to the order of second reading of bills.

The Committee on Government Operations reported multiple measures. Representative Samba Gulchar reported House Bill 4235 with a recommended substitute H-1 and recommended the bill pass; the committee further recommended the substituted bill be referred to the Committee on Rules. Representatives reporting other Government Operations items recommended substitute H-1 for House Bills 4238 and 4239 with recommendations that each bill then pass, and recommended that House Bills 4240 and 4241 be referred to the Committee on Rules. One committee report included a garbled docket reference in the transcript ("04/1942"); the transcript records that committee reported that item without amendment and recommended passage but the bill identifier and details were not specified in the record.

Representative Smith introduced House Bill 4300, described in the introduction as amending the Natural Resources and Environmental Protection Act; the bill was referred to the Committee on Regulatory Reform. The clerk also announced that a group of bills (House Bills 4285 through 4303) had been reproduced and made available electronically earlier in the day.

Committee recommendations move bills forward in the House process but do not constitute final floor passage. The session was adjourned for lack of a quorum before additional floor action could occur; the House is scheduled to reconvene March 27, 2025, at 12:00 p.m.
