The Orange Village Council acted on several agenda items at its April 2, 2025 special meeting. Councilors approved purchase of eight solar-powered radar speed signs, authorized an agreement for arborist services, approved meeting minutes, and voted to adjourn to executive session to discuss employee negotiations.
Purchase of radar speed signs: The council authorized purchase of eight solar-powered radar speed signs from ANA Safety for a total cost not to exceed $27,626. Council staff said the village pursued and was awarded a Cuyahoga County supplemental grant for $27,640 and the chosen vendor bid $27,006.26, the lowest quoted price; the village will purchase the signs and then seek reimbursement under grant rules. The signs are permanent installations proposed for main arteries including Emery, Brainerd, Harvard and Lander.
Agreement for arborist services: The council authorized the mayor to execute an agreement with Davie Resource Group to provide arborist services required under the village’s recently adopted tree preservation ordinance. The contract names Lindsay Schwartz to perform plan review and field inspection work. Staff said the contract is intended to be funded from deposits made by developers, homeowners or builders; the proposal lists a rate of $150 per hour with a four-hour minimum per project.
Minutes and other procedural votes: The council approved the special council meeting minutes of March 5, 2025, and council meeting minutes of March 12, 2025.
Executive session: The council voted to adjourn to executive session to "prepare for, conduct, or review negotiations or bargaining sessions of employees concerning their compensation or other terms and conditions of their employment." No further public business was conducted before recessing; councilors said they would not vote on additional items after reconvening.
