Retired Dallas commander pitches ‘checkpoint’ outreach to boost officer wellness; committee to draft training and resource recommendations

Ruben Ramirez, a retired assistant chief of the Dallas Police Department, told a Texas Commission on Law Enforcement (TCOLE) licensee-wellness subcommittee that a low-cost, proactive ‘‘checkpoint’’ approach—regular, brief check-ins by selected influential peers after routine but emotional calls—raised counseling use, intercepted substance problems and increased referrals in pilot sites.

Ramirez described the model as a cultural intervention rather than an additional training mandate: early, empathetic contacts from identified ‘‘influencers’’ to connect officers to clinicians and to normalize help-seeking. ‘‘This strategy works because it works,’’ Ramirez told the committee, summarizing results he reported from Dallas and several other agencies.

The presentation matter-of-factly linked everyday field experiences—suicides, fatal crashes, death notifications and routine scenes that carry strong emotional weight—with later problems Ramirez said departments commonly see: relationship breakdowns, alcohol-related incidents and mental-health crises. ‘‘Those calls can be tough.
