The Baldwin County Planning Commission approved the preliminary plat for Sailor’s Landing (SPP 24‑38), a planned residential development east of Alberta and south of State Route 98. Staff said the plat reflects 227 lots overall, including 225 residential lots, one large agricultural lot and one small commercial lot along SR‑98, and that the project had been approved previously as a planned residential development (PRD).
Staff told the commission that both primary entrances on Highway 98 and the emergency access must be constructed as part of phase 1 and that because Highway 98 is controlled by the Alabama Department of Transportation, ALDOT would review the traffic study and require any necessary turn lanes or roadway improvements. Staff said flood-zone mapping and wetland reports had been provided and that a 30‑foot natural buffer is shown where applicable. The preliminary‑plat approval includes conditions requiring ALDOT permits and adherence to the approved amenity and open‑space schedule, with each phase required to install adequate open space and storm‑water drainage facilities.
Developer Mark Connor addressed the commission about an emergency-access routing issue. Connor said the county had raised a question about the recorded easement for a road commonly used for access; he described efforts to contact the owners and said, "we have plan b" as a secondary route while legal ownership and easement language are finalized. Connor also said the emergency access would be gated and equipped with a Knox box for emergency services.
Commissioners approved the preliminary plat subject to staff conditions by voice vote. ALDOT will continue technical review of the SR‑98 entrances and will set any required roadway improvements; staff said preliminary ALDOT review already indicates turn-lane work on the eastern entrance may be required.
The approval allows the developer to advance to final-plan stages under the county’s PRD and subdivision requirements, subject to the staff conditions and any ALDOT requirements for SR‑98 access.
