The Baldwin County Planning Commission approved preliminary-plat review for White House Creek Estates Phase 1, a large-acre subdivision in the unzoned portion of Planning District 9.
Planning staff told commissioners the proposal divides the parcel into three lots to be served by wells, septic systems and Baldwin EMC for electricity. Staff said Lot 1 is shown as approximately 20 acres, Lot 2 about 30 acres and Lot 3 about 102 acres, with access from A.D. Bridal Road, a county-paved and -maintained road. Because the application is a large-acre subdivision, staff said a drainage narrative and a traffic study were not required at this stage.
Neighbor Greg Wallace asked how wetlands shown on the plat would be protected; staff responded that if future improvements require work in delineated wetlands the applicant would need Corps of Engineers permits. Wallace asked, "what are they gonna do to keep that wetlands because it's a state law or something. You can't do anything with wetlands." Staff said existing aerial imagery and a site visit showed the wetland features were longstanding and no current disturbance was observed; future work affecting delineated wetlands would trigger permitting.
A resident who identified herself as a recent purchaser under the White House Creek Estates name raised concerns that parcels she had already bought appeared excluded from the new three-lot division and asked about HOA maintenance and the developer’s obligations; staff said those are private, civil matters between property owners and the developer.
Commissioners voted to approve the preliminary plat subject to the staff conditions shown in the staff report. The vote was taken by voice; the transcript records the motion and approval but no roll-call tally.
The approval allows the applicant to move forward under the county’s large-acre subdivision process; subsequent development that disturbs wetlands or requires infrastructure changes would require additional permits or review.
