Council awards Alexander Island Park construction-manager-at-risk contract and approves $50,000 preconstruction services

The parks and recreation department asked the council to award RFQ 012025 — construction-manager-at-risk (CMAR) services for Alexander Island Park phases 1 and 2 — and to authorize $50,000 for preconstruction services. The council approved both items.

Lede: Jason Scheitz, the city’s parks and recreation director, recommended awarding the RFQ to A2 Group Inc. based on a scoring committee review and requested $50,000 to start preconstruction work that will lead to a guaranteed maximum price (GMP).

Scheitz described procurement and scoring: a mandatory pre-bid was held, two proposals were received, a scoring committee recommended A2 Group Inc., and references and insurance were vetted. “The preconstruction services part of this project is to get us to the guaranteed maximum price for the project,” he said. Scheitz said the city received ECHO funding and intends to move quickly after the council’s approval.

Council members expressed support. There was no public comment. The council’s motion to award the RFQ and fund preconstruction services passed on a roll-call vote.
