DeBary council approves schedule to update city comprehensive plan ("DeBary 45")

City planning staff presented the proposed implementation and adoption schedule for the City of DeBary’s comprehensive plan update, called DeBary 45, and the city council approved the schedule.

The schedule calls for several summer workshops on goals, objectives and policies and a transmittal hearing targeted for mid-September, followed by state review and a second reading/adoption in late fall or early winter if agency comments are resolved.
Council members asked whether the plan would include land-banking authority; the growth-management director replied that land-banking per se was not part of the comp plan schedule but that land-acquisition strategy could be addressed through ordinance or referendum later. The council also asked about statutory timing and statutory EAR cycles; staff said state law requires periodic EAR review and noted the city’s prior abbreviated EAR and transmission about seven to eight years earlier.
The council moved to approve the implementation and adoption schedule. No public speakers attended for this item. Staff will begin scheduling workshops and activating a public-input portal on the city website.
