Beach Island Resort asks for daytime parking passes; city to gather data before acting

Representatives of Beach Island Resort addressed the commission during public comment seeking additional daytime parking permits for guests. The resort’s on-site manager, Penny Kasic, said the property has 17 rentable units but only 11 parking spaces plus one handicap space; the property currently rents seven nighttime passes on Eleventh Street and seeks seven daytime passes to improve guest access.
City staff told the commission they had not yet collected the requested parking-occupancy data for the blocks near the resort, and the finance director was unavailable that day. Staff said they would evaluate the one-block radius north and south for capacity and review whether a grandfathering precedent applies to similarly situated properties. The city suggested returning the request to a future agenda item after gathering the data.
Public commenters, including a local rental manager and other nearby property owners, spoke in support of the resort’s request, arguing the availability of guest parking supports tourism spending. City staff cautioned that allowing daytime passes for one property could prompt many other permits requests and that the city wanted to evaluate parking capacity and equity before making a policy change.
