Sarah Whipkey, director of school improvement, told the committee the draft removes federal school‑improvement language that had been folded into the state rule and had unintentionally created duplication of requirements for federally designated schools (CSI, TSI, ATSI). She said the revised rule refocuses the board rule on state programs (Elevate and Springboard) and reduces administrative burden on federally designated schools.
Committee members asked whether the revised rule still preserves accountability. Whipkey said the change does not eliminate accountability; it removes duplication so federally designated schools are not subject to both federal and extra state‑imposed requirements.
A committee member moved to approve R277-920 on first reading and forward the rule to the board for final action; the motion passed unanimously.
Whipkey said staff also removed outdated COVID-era language related to closures and confirmed the rewrite aligns with code and budget feasibility.
