Gresham said the House budget adds roughly $25 million in base spending beyond the administration’s proposal and reduced a planned transfer to a capital cash fund designed to stabilize borrowing. “We were particularly focused on trying to drive down the growth of base spending,” Gresham told the committee.
Key issues identified by Gresham and committee members included:
- Capital cash fund transfer: Gresham said the administration’s formula would have produced a transfer to the cash fund of about $14.5 million; the House cut that roughly in half to about $7.5 million.
