County to seek full board approval for supplemental landfill flare skid; staff estimate two‑year need

During the Environmental Public Works committee meeting, a commissioner asked how long the flare skid rental would be needed. County staff answered: “My best guess...probably about 2 years,” to provide additional vacuum to the gas system until a significant infrastructure upgrade is in place.
Staff said they are in an enforcement action with the Michigan Department of Environment, Great Lakes, and Energy (EGLE) but that recent inspections by the Air Quality and Materials Management divisions “didn't note any issues” and that no odor complaints to EGLE had been filed since early October of the prior year. The staff member characterized containment as adequate while long‑term fixes proceed.
A motion to send the flare skid lease extension with Perennial Energy to the full board was made, supported and carried on a voice vote; the committee did not record a roll‑call tally in the transcript.
