Carol Miller said she frequently receives complaints about the county animal control phone lines and that emailed inquiries get quicker responses than phone calls. She described an incident posted on social media in which she said she could not reach animal control by phone and later received conflicting accounts from a deputy and front‑desk staff about whether a family had surrendered a puppy.
Miller described observed conditions at the facility, including animals left in soiled crates, staffing shortages at the front desk and what she described as staff focusing on personal conversations instead of care. She read an account she said was sent to her by a community member who asked to remain anonymous and asked commissioners to provide oversight of the facility and its director.
