Commission approves bylaws for Emergency Communications (9-1-1) Advisory Board

Berkeley County commissioners voted to approve newly drafted bylaws for the Emergency Communications Advisory Board, formalizing membership, term limits and meeting procedures for the county's 9-1-1 advisory body.
"Since its inception back in September of 1997, there has not been bylaws," said Jennifer Swisher, director of 9-1-1 Communications, introducing the proposed bylaws. Christopher Finchem, chair of the 9-1-1 advisory board, said the committee reviewed bylaws from comparable bodies across the state and prepared a draft for the commission to adopt.
Commissioners asked whether staff and counsel had reviewed the draft; one commissioner confirmed it had been circulated to county counsel. The commission moved, seconded and adopted the bylaws by voice vote; the clerk announced, "Ayes have it." Commissioners said having written bylaws will provide a clearer structure for the advisory board, reduce ambiguity and help guide future appointments and operations.
The bylaws will govern the advisory board's quarterly meetings and stakeholder representation from public-safety entities countywide.
