Commission approves $200,000 bridge from quality-of-life fund to finish Hooks Run Park

Berkeley County commissioners authorized a $200,000 draw from the county's quality-of-life fund to help finish construction at Hooks Run Park, approving the money as bridge funding while local battlefield preservation partners complete an appraisal and application for federal preservation funding.
County staff and Parks & Recreation officials said the county previously budgeted $350,000 in ARPA funds and received a $125,000 private donation toward the park; county staff said the Battlefield Association expects to submit an appraisal to federal preservation authorities that could return roughly half the appraised value to the county. "The $200,000 request is really kind of just a bridge until the battlefield folks... pay half the appraised value back to the county," a staff speaker said.
The commission discussed the appraisal and reimbursement plan and voted to use quality-of-life funds for the bridge. The motion was moved and seconded and approved by voice vote. Commissioners said staff would track reimbursement and that the funds would return to the quality-of-life account if and when federal or preservation funds are received.
Background provided at the meeting said prior county commitments include $350,000 in ARPA funds and a $125,000 donation from Macy's; staff estimated the battlefield appraisal could raise another $400,000'$500,000 to reimburse the county but cautioned the sale and reimbursement are not guaranteed and that the appraisal process is ongoing.
