Bluegrass Scribe Stoppers treasurer outlines budget, asks Scott County to adopt affiliation agreement

Katina May, treasurer of Bluegrass Scribe Stoppers, briefed the Scott County Fiscal Court on the nonprofit’s work and finances and requested the court consider an affiliation agreement that would allow a $1 court-cost addition to support the group's tip-and-reward program.
May told the court Bluegrass Scribe Stoppers had a budget of about $95,000 and that Fayette County court fees provided just under $1,300 in 2024. She said Jessamine County contributions were under $500. "Most of that is paying for our fundraisers, and that's where we get the majority of our funds," May said.
May said the organization uses most funding for rewards paid in successful tip cases; she said the group expects to pay out about $23,000 in rewards this year. The group partners with Scribe Stoppers USA for legal support and has been expanding outreach and jurisdictional cooperation with neighboring counties, she said.
Court members asked how the affiliation would work. Staff and May said state statute allows a court-cost provision that adds a dollar to certain cases to fund an affiliated victims-and-tips nonprofit; the group said it would use such funds for administration and rewards, with routine financial reconciliation to the county attorney. May asked the court to consider a two-year affiliation agreement and noted the organization is prepared to broaden its board to include representatives from Georgetown if the court supports closer cooperation.
The court did not take a formal vote during the session. May provided budget figures and asked the court to consider the affiliation when reviewing future agreements or budgets.
