Board approves cabaret-license changes, designates Work Zone Safety Week and launches adopt-a-highway program

Ordinance 19
The board approved Ordinance 19, which amends portions of Municipal Code of Kenosha County chapter 8.02 to clarify cabaret-license requirements, in particular the conditional-use permit requirement for musicians who perform outside an establishment after dark. Supervisor Franco moved the ordinance and Supervisor Gray seconded. Supervisor Carroll — who worked on the item in committee — explained the change and told the board the measure affects smaller venues under chapter 8.02 and does not affect large events regulated under chapter 8.01, such as Country Thunder. The motion passed; the transcript records Supervisor Morrissey voting no.
Work Zone Safety Awareness Week (Resolution 92)
The board approved Resolution 92 to designate the week of April 21–April 25, 2025 as Work Zone Safety Awareness Week. Supervisor Grady moved the resolution; Supervisor Decker seconded. The item passed unanimously in committee and passed the full board without recorded opposition.
Adopt-a-Highway program (Resolution 93)
The board approved Resolution 93 to establish a county adopt-a-highway program, intended to allow groups or individuals to adopt and clean segments of county roads (two-mile segments were discussed). Supervisor Grady moved the resolution and Supervisor Gama seconded. Director Bolt (Highway Department) described an implementation plan that would eventually include an online application and a paper permit to be administered by the highway department; a kickoff event was discussed for late April. The motion passed unanimously.
Other business
Finance and administration communications (items 83–84) were referred to the Finance and Administration Committee for further review, including a carryover/annual closeout item and a communication related to defederalization of a US EDA revolving loan fund and continued operation by a local RLF administrator.
The board approved minutes from the March 18, 2025 meeting on a motion by Vice Chair Gaschke, seconded by Supervisor Gents. The board adjourned on a motion by Supervisor Decker, seconded by Supervisor Morrissey.
