Staff recommend no-parking zone on Otis Street between Harrison and Sedgwick to improve park access and safety

After six weeks of observations and a sidewalk review, staff recommended the Services Committee ask Council to designate Otis Street from Harrison to Sedgwick as no parking due to a 20-foot roadway width and absence of sidewalks at the park access point.
City staff recommended the Services Committee on April 2 ask City Council to designate Otis Street from Harrison to Sedgwick as a no-parking zone. Staff said repeated observations over six weeks showed recurring parked vehicles that substantially restrict the 20-foot-wide roadway, limiting pedestrian access to a nearby city park and creating a safety hazard where sidewalks do not exist.
A staff memo and photographic log in the committee packet documented the recurring parking and showed the area between two marked dashes lacked any sidewalk, leaving roughly 10-foot travel lanes when cars were parked. “We would recommend that from Harrison to Sedgwick, because it is an access point to a city park without sidewalks, recommend that that be a no parking zone as well,” a city staff member said.
Staff told the committee that nearly all properties along the block have off-street parking available and that other city parks were reviewed; the Evening Street area already met city no-parking criteria and is on the existing no-parking list. The police department agreed with the staff recommendation, and staff said they will prepare ordinance-modification paperwork for Council if the committee concurs.
Staff also noted the portion of Otis Street leading to JR Smith Park largely has sidewalks on at least one side, with a small gap staff will investigate for potential filling; if the gap cannot be filled staff said they would return to the committee with a recommendation for that segment.
