What the board approved and next steps
Several finance actions were completed by budget transfer from the general-fund contingency; staff indicated most projects still require procurement and contract finalization. For airport items the board authorized staff to negotiate and finalize agreements with Lochner; task-order funding for the Taxiway A rehabilitation will be applied to the active AIP project (federal grant participation noted in staff comments). The zoning amendment requires the applicant to work with the Lyon County Utility District on annexation for water and sewer or, as staff noted, pursue private well and commercial septic as a fallback if annexation is not completed.
Why it matters: the zoning change at Evans Avenue rezones a 162-acre parcel in the Dayton suburban character area to light industrial suburban — a change staff said aligns with master-plan employment designations and with adjacent industrial/quarry uses. Airport contracts position the county to advance FAA-funded planning and rehabilitation work at Silver Springs Airport. Funding for public-safety equipment and records scanning is intended to modernize sheriff’s operations.
