The motion to reconsider was moved by Councilor Marr and seconded by Councilor Sloane; the motion to reconsider passed 3–2, with Councilors Marr, Sloane and Carney in favor and Councilors Sarah and Stokes opposed.
Following reconsideration, the council voted to rescind the earlier authorization for the solicitor to draft the eminent-domain resolution. That rescission motion (moved by Councilor Marr and seconded by Councilor Sloane) passed 3–2; the minutes record Councilors Marr, Sloane and Carney in favor and Councilors Sarah and Stokes opposed. The council announced it will continue a title-search process for Map 9, Lot 19.
A separate vote in open session approved sealing the executive-session minutes; that motion (moved by Councilor Stokes and seconded by Councilor Sarah) passed unanimously. The council did not authorize eminent-domain drafting at the March 17 meeting and confirmed the title search will continue.
