Staff recommended approval after noting a needed correction to the draft exhibit: the project would place pavers over an existing walkway that encroaches in the right-of-way and the exhibit should list the walkway as an improvement. Staff told the council the driveway would improve safety and reduce sidewalk congestion by allowing vehicle access to a private garage.
Public questions focused on scope: Council member Kevin Burke asked for confirmation that the public sidewalk would remain unaltered; staff confirmed the sidewalk would not be modified and the shaded area on the staff exhibit is limited to the driveway and walkway within the right-of-way. Council members also asked that the property owner trim vegetation in an adjacent planting box that overhangs the public walkway.
A motion to approve the revocable license passed on a unanimous voice vote.
Under the license, the city will require an updated exhibit that explicitly lists the walkway and the driveway paver area; the license is revocable and will include standard provisions for maintenance and removal if necessary. Staff will finalize the license document and return for execution.
