Glocester council approves appointments and DPW budget transfers; votes to enter executive session

Glocester’s Town Council conducted a series of routine personnel and budget actions at its Feb. 20 meeting and approved a motion to enter executive session.
Appointments and tablings: The council appointed Brian White to Planning Board position No. 3 to fill an unexpired five-year term ending Feb. 27 (motion and second on the record; vote recorded as all in favor). The council also appointed Lewis Prior to Economic Development Commission position No. 3 for a two-year term to expire Dec. 31, 2026. Multiple other appointments and ad-hoc vacancies (including parade committee alternates and Affordable Housing Advisory Board slots) were tabled to the March 6 meeting for further consideration.
Budget transfer: The council approved a transfer of $72,851 from an “other operating” line to several FY2025 DPW wage and longevity line items, citing contractual increases. The approved allocation (as read into the record) included increases to DPW highway wages ($37,779), DPW highway longevity ($200), DPW buildings and grounds wages ($9,263), DPW vehicle maintenance wages ($10,360) and longevity ($100), and DPW waste wages ($14,849) and longevity ($300). The finance director’s memo accompanying the request was entered into the record; the motion passed by voice vote.
Executive session: The council voted to convene an executive session under Rhode Island General Laws § 42-46-5(a)(2) to discuss collective bargaining and litigation matters, with the motion seconded and a roll-call vote recorded. Council members present for the roll call on the executive-session motion were recorded as voting aye.
Other routine business: The council approved consent items including the minutes of the Feb. 6 regular meeting and tax assessor additions ($341.14) for 2024 and accepted the finance director’s January 2025 report. Several tablings and scheduling motions were carried to the March 6 meeting; votes on procedural motions were recorded as unanimous where the transcript shows “All in favor? Aye.”
No ordinance, resolution or new contract award was adopted at the meeting; items requiring further information were scheduled for future council agendas.
