Lanzzewski said the inquiry was unsolicited and that leases or sale of city-owned property must be approved by council. He described the facility footprint and said the company sought a land lease and mentioned potential revenue to the city; he asked council whether staff should continue discussions. Several council members said Dorey Farm is a sensitive, public-facing property and the proposed equipment would be an eyesore in that location.
Council members asked staff to obtain additional technical information, including whether the installation would provide direct reliability benefits to Duvall during outages and how equipment siting, screening and ventilation would be handled. Council member Naplin and others said they were open to alternative locations if the project could deliver clear local reliability gains; Council member Schaefer said she did not favor siting a battery array at Dorey Farm.
