City adopts Transportation Benefit District capital plan; staff highlights TIB grant opportunities

Duvall — The City Council approved an updated capital-improvement plan for the city’s Transportation Benefit District (TBD), prioritizing several streets for full overlay, targeted repair and grant applications.
Public Works staff presented a pavement-condition inventory and a pavement-condition index (PCI) rating for city streets. Projects recommended for the TBD 6 list include Northeast 140th Place (Water Tank Hill corridor), Parkwood Estates neighborhood, Old Town streets (First Avenue, Broadway, Brown and Valley Loop) and portions of Big Rock Road. Staff said overlays on several segments are eligible for Transportation Improvement Board (TIB) overlay grants and that the city will apply when the TIB program opens later this year.
Staff noted the TBD sales-tax revenue stream is limited (the voter-approved citywide TBD tax is a 0.2% sales-tax increment) and that many projects require grant matches. The council approved the plan and directed staff to proceed with grant applications where eligible and to coordinate overlays with other completed street and sidewalk improvements.
