Freestone County commissioners reviewed a funding agreement with the Texas Historical Commission for a Round 13 courthouse preservation grant and a related conservation easement that would put preservation conditions on future maintenance and alterations to the courthouse square.
County officials said they received the documents late in the previous week and had not had time for a detailed review. The architect and county staff were asked to review the funding agreement and the easement before commissioners act. The court was told the easement would not permit the Texas Historical Commission to take possession or use the courthouse; rather, it would require county maintenance and future changes to follow the commission's preservation standards and to be approved by the commission.
Commissioners raised concerns about likely cost increases, citing other counties' experiences in which the county paid significant sums when preservation requirements forced redesigns, such as relocating an elevator. One commissioner said past projects had required the county to provide a large local match when prices rose after bids were received. The architect will be asked to provide cost estimates and to identify elements that could change the county's financial exposure.
After discussion, the court voted to table both the funding agreement and the grant easement pending further review and a meeting with the architect. The court will revisit the items after staff and the architect provide more information about projected costs and contract language.
