Landowner objects to proposed sewer trunk alignment, says easement and construction notices missing

A landowner addressed the City Council during public comment on April 2, saying staff and the design engineer have not directly provided project plans or easement requests for a proposed 36‑inch sewer trunk line slated to cross the owner's property on Place Road.
The speaker said the property is held by a trust, has an existing 10‑inch sewer easement containing 24‑ and 30‑inch lines, and that the proposed trunk alignment does not lie within that existing easement. The landowner said no temporary construction easement requests had been made and that the proposed alignment would conflict with a water line shown in the Northpointe Subdivision tentative map submitted to the city in 2015.
The council later removed from the agenda two related items: Item 8 (Resolution No. 6912, award of construction contract for the final kilometer sewer trunk line replacement project) and Item 9 (Resolution No. 6913, purchase order for reinforced concrete pipe). The city clerk read the resolutions’ descriptions into the record before staff announced the items had been pulled for future consideration.
