County staff said one on‑site building sits at the top of the bank and is in danger of falling into the ditch; Mauna Loa will remove that structure and rehabilitate other buildings and the parking area. Staff and representatives (including Todd Starr) have met with the applicant and discussed the project. The applicant agreed to sign a maintenance agreement consistent with similar projects approved by the board over the past 20 years.
The motion to approve the maintenance agreement passed by voice vote. County staff noted the agreement follows precedent and that routine follow‑up and compliance monitoring will be managed through the county’s normal processes.
