Staff said the code now clearly requires that parent lots be legally established lots of record before they can be subdivided into individual unit lots; the change is intended to prevent creating parent lots solely to subdivide around standard subdivision requirements. The draft allows unit-lot subdivisions in mixed‑use areas where middle housing is permitted, refines lot-size and width flexibility for individual unit lots, clarifies setbacks, buffers and maintenance easements, and updates decision types for preliminary and final approvals as well as minor/major modifications.
Commissioners asked about the meaning of “lot of record” and staff explained that the auditor’s recorded parcel and proper subdivision processes provide assurance of legal creation; staff said the requirement helps ensure adequate infrastructure and compliance. One commissioner praised the revisions as consistent with prior discussion and asked that the public hearing be scheduled alongside the interim middle‑housing ordinance.
Staff will include these revisions in the public‑hearing package and return for a May public hearing followed by a June recommendation to city council. No formal vote occurred.
