Commissioners approve contracts, appointments and extensions; two salary-board personnel items tabled

Actions approved by the commissioners included a contract amendment with Luminaire Health, renewal of a forensic-lab services agreement with National Medical Services Inc. not to exceed $250,000, the appointment of Michael Hagan as chief clerk effective 03/31/2025, an award of a cattle-grazing lease to George the Angus Farms for $3,001, an extension of KL Davis Polygraphs LLC services through 12/31/2026, ratification of Allison Crane & Rigging’s no-cost removal of vaults and safety-deposit boxes from the Third Street Plaza building, and a $184,800 contract renewal with Keller Partners and Company.
Other approved items included facility and maintenance agreements: a maintenance-extension agreement with Port Elevator, exterior-window cleaning with Evergreen Cleaning, code-compliance door controls with Monitronics, and an RMS maintenance amendment with WellTech for welding gases. The commissioners also approved submission of a DEP recycling coordinator grant application (reimbursement amount to be determined by DEP) and a period-of-performance extension for a U.S. Economic Development Administration (EDA) grant for the Williamsport Crosspipe rehabilitation through July 2025.
At the salary-board session that preceded the commissioners’ meeting, members approved multiple routine staffing adjustments but tabled two items that drew budget questions. The salary board rescinded an earlier vote and then tabled a proposal to reclassify a vacant Domestic Relations officer position to an Adult Probation administrative case officer — commissioners raised questions about lost reimbursement (the Domestic Relations position is reimbursed at 66 percent) and whether the transfer would increase county cost. The board also tabled a District Attorney proposal to reclassify a part-time DUI-center position to a full-time special detective coordinator at $25 per hour so staff could brief an absent member; those two items were deferred to the afternoon salary-board meeting for further review.
Several votes were recorded by voice with unanimous "aye" responses at the time they were called; specific roll-call tallies were not always recorded in the public transcript.
