Engineer presents MS4 annual report to Riverwoods board; EPA permit renewal still pending

Carolyn Michal of Gaywalt, Hamilton and Associates presented the MS4 (municipal separate storm sewer system) annual report and described inspection focus areas, typical dry‑weather inspection protocol, and photographic documentation used during field work.
Michal explained that inspections look for oil sheens, soap suds, debris blockages (leaves and twigs), structural defects and signs such as odors, discolored water, or excessive vegetation growth that can indicate nutrient loading. She said dry‑weather inspections require no precipitation within 72 hours and that flow observed during dry weather usually indicates an illicit connection.
Michal told trustees the state permit (MS4) is typically renewed every five years; it was due for renewal in 2021 and was expected to be updated in March 2024 but had not been renewed as of the report. Once IEPA revises the permit the village will have to update its stormwater management program plan to reflect any new permit requirements.
Trustees asked whether the annual reports are available online; Michal said past annual reports are uploaded to the village website once finalized and that filing schedules are sometimes confusing because the permit year naming does not align with calendar years.
The presentation was informational; no board action was required.
