House Bill 860 would establish a veterinary training loan program intended to expand the number of veterinarians serving Montana communities. The committee adopted an amendment clarifying that preference should be given to Montana students and that the board of regents’ residency policies for professional student programs should be applied when appropriate.
The amendment also clarified fiscal treatment of loan repayments by directing that repaid funds be deposited in a state special revenue account for the program and transferred to the general fund at the end of each fiscal year. The amendment added a sunset provision: the program would terminate after 10 years unless reauthorized.
Committee members who spoke in favor said the state faces shortages — particularly in large-animal practice — and compared the proposal to existing successful student-loan-for-service programs in medical fields. Members asked the Office of the Commissioner of Higher Education to coordinate implementation so the program works with existing pathways.
The committee adopted the amendment and passed HB 860 as amended.
