COG moves STIP/RSTP programming to fund right-of-way for Wagon Trail phase

COG staff asked the council to approve a reprogramming in the State Transportation Improvement Program (STIP) to move $1,042,000 from phase 2 construction to right-of-way for the Wagon Trail project, freeing the same amount in RSTP funding that had been used as match elsewhere.
"I'm requesting that we move the 1,042,000 that we currently have on phase 2 construction and we move it to right away and that will free up 1,042,000 of our RSTP funding," staff said, explaining the request and the need to submit it to Caltrans headquarters and the California Transportation Commission for public posting and approval.
Board members questioned the larger unfunded cost remaining for the eastern segment (staff cited an estimate of roughly $55 million for remaining unfunded phases) and asked how the council and local jurisdictions would develop a pipeline of projects to avoid repeated programming adjustments. Staff said the item had TAC support and that the request would be posted for public comment at the CTC's May meeting and considered for approval in June.
A motion to approve the minute order was made by Alvin, seconded by Tim, and approved by the council. Staff said they will bring updated allocation balances and follow up on capital improvement plans at upcoming meetings.
