BDD reports March operations, continues MR&R procurement and seeks owner's representative for rebuild project

The Buckman Direct Diversion Board received its monthly operations report for March and updates from facilities staff on maintenance, procurement and staffing at the April 3 meeting.
Matt (Facilities Manager) reported March averages: raw water deliveries averaged about 5.99 million gallons per day (MGD); drinking water deliveries through booster stations 4A and 5A averaged about 5.20 MGD; and raw water deliveries to Las Campanas at Booster Station 2A averaged about 0.59 MGD. Staff estimated the BDD provided approximately 70.5% of the water supply to the city and county for March 2025.
Board members asked about the breakdown between San Juan–Chama water and native supplies; staff said daily mixes vary with forecast and that March daily San Juan–Chama deliveries ranged roughly from 2,000,000 to 3,000,000 gallons per day. Member Ives asked about contingencies if one or more city or county sources could not provide planned supply during a dry and warm spring; the board agreed to add a full agenda item at the next meeting so staff from partner systems can present contingency planning and reliability measures.
Facilities manager Brad and staff reported MR&R progress: procurement documents for GAC (granular activated carbon) and membrane rack replacements have been issued, and Phase 2 design-build procurement documents for the rebuild project were finalized and distributed to offerors with responses due in early May. Staff said the city’s on-call engineering contract is being used to expedite an owner's-representative selection; candidates are under negotiation and staff hope to finalize that contract in the coming months.
Staff also reported an audit has been finalized and will be presented at the next meeting, and that staffing vacancies remain a challenge; packet figures listed 36 FTEs with 19 vacancies reflected in the February data file.
Ending: The board requested a dedicated agenda item on regional contingency planning for water supply at the next meeting and asked staff to circulate materials in advance; facilities staff will return with procurement updates and the owner's-rep contract when available.
