Newton County commissioners on April 1 approved a rezoning (REZ24-000012) and a companion conditional use permit (CUP25-00001) to allow an office, shop, fleet parking and limited outdoor storage for Peach State Construction on a 16.5-acre parcel on Piper Road.
Planning staff briefed the board: the site’s future-land-use map had already been amended to commercial and the planning commission recommended approval with the added requirement of a traffic study. Staff highlighted required conditions for a fleet-parking use, including a 55-foot transitional fence buffer adjacent to residential property, a 75-foot buffer around the remainder of the site, a cap that outside storage be limited to 25% of the lot, and a requirement that truck parking be limited to fleet vehicles owned by the business.
Tom Garrett, representing Peach State Construction, told the commissioners the company intends to build an office, shop and storage yard for its own fleet and that on‑site equipment is often deployed to jobs rather than stored long‑term. Garrett said the developer has coordinated with fire services and that traffic access and other reviews are part of the land‑disturbance and permitting process.
Commissioner Long requested additional screening behind the office building so that fleet parking and materials are not visible from Piper Road; the board added that requirement as part of the approval. The planning commission’s requirement that a traffic study be completed and submitted to Development Services was retained.
The board approved the rezoning to general commercial and granted the conditional use permit for an office with fleet parking, subject to the staff-recommended conditions and the additional screening requirement behind the office building. Conditions require submittal of permit applications, fire marshal inspections and annual fire inspections, environmental health sign-off before a business license is issued, and a traffic study to be completed and approved.
