Planning commission approves minutes and three consent items including ADU, rezoning and temporary asphalt plant

The Scott County Planning Advisory Commission approved its Jan. 13, 2025 meeting minutes and three consent-agenda items during this meeting.

The commission voted to approve the minutes during roll call. Commissioner Robbins moved to approve the minutes and (transcript) shows the motion was seconded by Commissioner Pica; the chair recorded the minutes as approved.

The consent agenda included three items: (1) an interim use permit to add a detached accessory dwelling unit (ADU) for a family member — applicant Victoria Wenner and property owner Charles Gilbert in Section 14 of Newmarket Township; (2) a rezoning request to change 120 acres from A1 Agricultural Preservation District to A3 Agricultural Preservation Density District — applicant Patrick G. Sullivan and property owners Harold and Leon Labs in Section 17 of Belle Plaine Township; and (3) an interim use permit to operate a temporary asphalt plant for the 2025 construction season — applicant Valley Paving Incorporated and property owners Ted G. and Mary R. Kordner on parcels in Sections 32 and 33 of St. Lawrence Township and Sections 4 and 5 of Belle Plaine Township.

Commissioner Hubert moved to approve the consent agenda as written, noting town boards had recommended approval; Commissioner Robbins seconded. The commission voted in favor and the motion passed. Staff recorded that those three items were approved under one motion on the consent agenda.
