Planning commission approves two static billboards on Highway 169 near Louisville

The Scott County Planning Advisory Commission voted to approve conditional use permits allowing Lamar Advertising to construct two static advertising signs on parcels fronting State Highway 169 near Louisville Road in Louisville Township.
The signs, proposed on two Doucet family parcels about a half-mile north of County Road 14, would each have two faces totaling about 478 square feet, stand roughly 30 feet above ground and be set back 10 feet from the right-of-way, zoning staff said. Marty Schmitz, Scott County zoning administrator, said the two signs are about 1,400 feet apart, exceeding the county ordinance requirement that advertising signs be at least 1,300 feet from one another.
The commission held a public hearing; no members of the public spoke. Don Lawlak of Lamar Advertising said the signs would carry various approved commercial messages and confirmed the signs would be static, not electronic. "It would be various messages, typically what we put on the applications," Lawlak said. "No, sir. It's just static. Correct." Schmitz added the signs will have upward-directed lighting: "These signs will be lit, so there will be lights extending out from the bottom of the sign upward at those signs. They will be lit, however, it will not be that dynamic display type of sign."
County staff recommended approval subject to the conditions listed in the planning report, including final sign-height compliance (signs must be reduced to 30 feet to meet ordinance), building permits, and any MnDOT advertising-device permit if required. Louisville Township recommended approval at its January 9 meeting, Schmitz said.
On the motion to approve both conditional use permits together — covering the two related agenda items — Commissioner Watson moved for approval; Commissioner Sanchez seconded. The commission voted in favor; the chair declared the motion passed.
The approvals allow Lamar to proceed to the permitting stage. Building permits and any required state permits must be obtained before construction, and the county conditions remain enforceable.
