JFAC approves ITS $11.13 million in agency-request items, adds 22 IT staff transfers and modernization funding

The Joint Finance-Appropriations Committee approved the Office of Information Technology Services’ (ITS) FY 2026 enhancement request largely on the agency’s terms, adding $11,134,000 and authorizing 22 full-time equivalent positions.
Christopher LaHozette (recorded as Christopher LaHosat), a budget and policy analyst with the Legislative Services division, summarized ITS’s requests, which included funding for office space; enterprise security and ransomware protections; emergency connectivity hardware; IT infrastructure for equipment sourcing and web-application monitoring; a ServiceNow project management tool; and additional IT replacement items. The motion directed the committee to fund the agency’s packet request rather than the governor’s alternative funding mechanism (a proposed cyber security and IT resilience fund), in part because legislation to establish that fund had not moved money into it.
Representative Petzke moved the agency-request package and Senator Cook seconded. The motion authorized $8,388,600 from the general fund and $2,745,400 from dedicated funds for a total of $11,134,000 and added 22 FTP to accommodate consolidation of IT staff from Idaho State Police and the Department of Juvenile Corrections.
Roll call produced a committee vote of 14 ayes, 5 nays, and 1 absent excused (combined total 14-5-1); the motion passed and will carry a due-pass recommendation. The committee also approved language directing ITS and the Division of Financial Management to submit recommendations on cost efficiencies related to IT equipment and services to JFAC and LSO by Dec. 1.
The package funds a mix of one-time hardware replacement purchases and ongoing staffing and modernization efforts tied to the statewide IT consolidation initiative.
