The Joint Finance-Appropriations Committee approved two technical corrections for the Idaho Transportation Department (ITD) Thursday to ensure appropriations are assigned to the correct state funds.
Brooke Dupree, budget and policy analyst with the Legislative Services Office, told the committee an error had been made where an item in the maintenance budget was assigned to the state highway fund instead of the state highway dedicated fund. The committee adopted a net-zero correction so funds would be appropriated from the correct dedicated fund and available for expenditure.
Representative Handy moved two corrective transfers: a $2,400 transfer for the Division of Motor Vehicles (add $2,400 from the State Highway Dedicated Fund and reduce $2,400 from the State Highway Fund) and a $92,000 transfer for the Highway Operations Division (add $92,000 from the State Highway Dedicated Fund and reduce $92,000 from the State Highway Fund). Senator Cook seconded both motions. Each passed unanimously in committee: the combined vote on the first was 20 ayes, 0 nays; the second also carried 20-0.
The motions are technical, net-zero fund coding corrections intended to match appropriation authority to the fund from which ITD will expend the money. No programmatic changes were made.
The committee’s approval carries a due-pass recommendation to the full legislature.
