He reminded members the fund draws from the national tobacco master settlement and that Idaho receives a roughly $25 million annual payment that is distributed among trust accounts and a spending “income” fund in statute.
Representative Galloway moved the Millennium Fund package as the committee’s recommendation; the motion included $500,000 for an Idaho State Police fentanyl campaign, $1.5 million for after‑school programs, $2.5 million one‑time for the Department of Juvenile Corrections for youth assessment centers and additional allocations for cooperative programming with the State Department of Education and Idaho Public Television. The motion passed on roll call, with committee minutes showing a combined 19 ayes and 1 nay.
The committee also adopted language that would direct after‑school program funds to support education on prevention and cessation of tobacco, alcohol and other substances and would prioritize Millennium Fund monies for Idahoans under age 18 before allocating funds for higher‑risk adults. The language includes conditions and reporting requirements for recovery centers receiving funds, a requirement that recovery centers be nonprofit entities, and quarterly reporting to the Department of Health and Welfare and the Millennium Fund Committee to confirm appropriate use of appropriations.
