County raises summer-help and intern hourly rates; board declines alternative pay-grade change
Summary

Goodhue County commissioners on Feb. 4 approved recommended increases to starting hourly pay for summer temporary workers and interns after staff described hiring challenges during the prior summer.
Human Resources staff told the board state statute limits summer temporary employees to 100 days if they are under 22 and a continuing student, otherwise 67 days. Staff said last summer some positions had no or insufficient applicants and requested higher starting pay levels and a recommendation for internships.
The staff memo offered two options: (1) adopt the recommended hourly rates for summer help and interns outlined in the memo, or (2) place summer help on the county—s existing pay grade 101 (with internal step rules). Commissioners discussed the alternatives and potential impacts on pay compression and recruitment; several members said they preferred adopting the hourly increases and continuing to review rates periodically rather than moving positions to the pay-grade structure.
A motion to adopt the recommended hourly rates from the staff memo (the first option) passed by voice vote. The board clarified that the approved action implements the first portion of staff—s memo and does not adopt the alternative pay-grade proposal; staff will implement the new hourly rates and continue recruitment efforts.
